Mental Wellbeing Impact Assessment
A wellbeing approach is about ensuring the broad range of factors that matter to New Zealanders are central to the Government’s definition of success and drive our decision making. Faced with complex issues such as child poverty, inequality, and climate change, we cannot hope to make the best choices for current and future generations if we do not look beyond economic growth and consider social, environmental, and economic implications together.

Wellbeing is defined as the capacity to feel, think, and act in ways that enhance our ability to enjoy life and respond to the challenges we face. It is burespects the importance of culture, diversity, equity, social justice and personal dignity. It forms the basis on which individuals, whānau, hapū and iwi and communities are able to thrive.


Well individuals contribute to well whānau, communities, schools and workplaces, economies and society.  


Public, social and economic policy, urban planning, the law, environment and human rights all impact on wellbeing. Social agency, participation and connection are key determinants for thriving Assessing the impact of public policy and programmes on wellbeing contributes to a more thriving, inclusive and equitable society.

What is Mental Wellbeing Impact Assessment?

Developed in the United Kingdom, the Mental Wellbeing Impact Assessment (MWIA) is rooted in the Health Impact Assessment methodology with a specific focus on mental wellbeing.

The process identifies factors that are having, or have the potential to have, a positive or negative impact on wellbeing.  Once identified, actions and indicators are developed to maximise positive outcomes and provide ways to measure the impact going forward.  MWIA provides a structured, evidence based analysis of how policies, proposals and programmes might influence wellbeing of whānau, hapū, iwi or communities.  With wellbeing and mental health being two government priorities, MWIA provides an ideal methodology for supporting system reform to reorient to a wellbeing focus.

Internationally, the MWIA tool is used by government departments, local government, planning authorities, health and social service sectors, NGOs and advocacy organisations.

An independent first level review of evidence to assess the effectiveness of the MWIA process concluded that there is strong qualitative evidence that the MWIA makes a difference to the way initiatives are implemented.

Housing                                     Incorporating mental wellbeing principles in social housing design e.g colour schemes, use of natural light, access to services

Major infrastructure projects    Identifying the wellbeing implications of major projects for whānau, hapū, iwi or communities.


Public Transport                        Wellbeing principles are applied to public transport service planning, service withdrawals, timetable changes or fare increases.

Urban Planning and design        Design of green space to facilitate physical activity, leisure and recreation and social connection.

Mental Wellbeing Impact Assessment Tool Training


Become competent in undertaking a mental wellbeing impact assessment. Register for the Mental Wellbeing Impact Assessment Tool six-day training program. In 2022, TaylorMade will be offering the training program in Wellington.

Workshop 1: (2 days)

  • Defining mental wellbeing

  • Social, economic and cultural determinants of wellbeing

  • MWIA framework and its applications

  • Examples of how MWIA can be applied

  • Establishing the MWIA question: what impact do you want to assess and who do you want to influence?

  • Identification of participants’ MWIA projects

  • Mentoring and buddy scheme for projects

  • Screening and scoping of a MWIA

  • Appraisal process - gathering and assessing the evidence

  • Identification of potential positive and negative impacts

  • Finalising participants’ project


Workshop 3: (1 day)

  • Identification of indicators and recommendations

Mental Wellbeing Impact Assessment Projects

Participants will be supported to undertake a Mental Wellbeing impact Assessment on a work related project. The training program is spread over six months giving sufficient time for participants to progress their assessment and to receive peer review and feedback on each of the training days.

There are a limited number of partial and full registration scholarships to attend the training course for full time students and NGO health promotion organisations, Maori and Pacific Island health and social service agencies and community organisations.  There are two categories of scholarship offered:

Full scholarships - covers all of the registration fee

Partial scholarships of either 25% or 50% discount of the full registration fee.  The amount of discount offered is the at the discretion of TaylorMade Training.

Applications for scholarships close twenty working days before the workshop.  Late applications cannot be considered.

Applying for a Scholarship

To apply for a scholarship you just need to send by email a request for a scholarship providing the following information:

  1. The title, location and date of workshop you wish to attend

  2. Eligibility – state under which of the above stated categories you are eligible for a full or partial subsidy

  3. Type of scholarship being sought:  Full: 100% subsidy  or reduction of registration fee by either 25, 50 or 75%

  4. Why you wish to attend the workshop and the context in which you work with suicidal people or those at risk of suicide

  5. A brief description of the organisation you work for or if student, what you are studying and area you hope to work in.

  6. Reasons why your attendance at the workshop would benefit you.

  7. Reasons why a scholarship or student/organisation discount is required in order for you to attend.

Applications without all the information supplied will not be considered. 

Notification of scholarship application result.

All applicants will be notified of the outcome of their application 1 month prior to the workshop date. 

The decisions on the number of partial scholarships and the amount of discount to be offered is not made until twenty working days prior to the workshop.  Applicants will be be informed shortly afterwards and may be offered a partial scholarship amount that is less than what was originally applied. Recipients have FIVE working days to accept the scholarship offer.

Cancellation and Refund Policy

Cancellation up to twenty working days prior to the commencement of the first workshop:  Full Refund less $200 admin fee

Cancellation within twenty working days prior to the commencement of the first workshop:  No refund but registration can be transferred to another person

No show or withdrawal after the first workshop:   No refund
